This may be a bug but the occurrence of rain in Eastern Thanalan is so low that for the past 2 days my FC had people there 24 hours a day trying to get sightseeing #18 and it never rained at all.
Anyone else have this issue?

This just in: There is a drought in the desert.
I would like to know this as well; out of all the rains I've seen in Drybone is showers (which doesn't count for whatever reasons)
People complained it rained too much there... that's why.
Invisible fix I guess.
Some JP players are having the same problem as well.
My current theory: 'Rain' in East Thanalan has been removed from all but one entry on the weather tables. It is now designed to only pop once a week, in order to gate the Sightseeing Log content. There will be a similar log entry for every 20 logs.
Unfounded speculation, just based on current circumstances.
Also, I have heard reports of one period of Rain (not Showers) since the patch hit; 12am to 8am.
This could have been a very fun pastime but SE turned it into a chore. It's like they found a great concept in another MMO (GW2 or whatever) then purposely thought out a way to make it less fun.... and then tapped themselves on the shoulder and went for a beer to celebrate a job well done.
I haven't been back to Camp Wet-to-the-Bone since the patch; no more constant sideways thunderstorms now? Awww...
