I am looking on advice on how to meld for fisher so I will be able to catch rarer fish and obtain the new DoL hat and tool.

There are a couple of things to note about fisher that make it a little unique compared to Miner and Botanist.
1. Fishers have no offhand tool. This means that their gathering and perception numbers will always be lower than Miner and Botanist. To put things in perspective, you just need over 300 gathering to catch the fish necessary to exchange for i70 gear, but having more never hurts as it allows you to avoid the fish getting away.
2. Fishers do not presently use GP. This means that you shouldn't bother melding GP to your body pieces. If you plan on using Miner or Botanist, however, fully meld the belt as they do need the GP and the accessories/belt are shared.
So, with these in mind, melding a fisher can be cheaper than a Miner or Botanist. You can work almost exclusively with grade I or II materia with little overmelding, or you can avoid overmelding almost entirely if you choose to use higher grades. If you have the resources/gil to do so, it can also be quite beneficial to invest in getting a set of i70 accessories for Fisher as well. While the stats are admittedly useless to Fishers, i70 accessories allow you to meld 5 gathering and perception to them instead of 3 or 4. This would ultimately increase both overall numbers by 9, making those stat ceilings just a bit easier to reach.

Would it be safe to assume the caps on the fisher class equipment has the same materia caps as miner/botanist?
