Friend cannot make a new character.

My friend has just recently purchased the game and installed. He's created an account and gotten the free 30 days. The problem is, he can go through the whole character creation process but when he gets to the part that you have to select a world, none of them are available. On any of the Data Centers. I checked and my server is still taking new people so I don't understand why this is happening. I've looked around but I've not found an answer.

If anyone has a reason to why this is happening I would greatly appreciate it.
