Omnilex Atma - book of netherfire I - Tempered Orators not working

I am on my third book of the zodiac braves quest for my omnilex atma in which the mob "tempered orator" is required to complete the enemies category, however the enemy is not showing a quest icon nor do I get any progress for killing the mob. I have searched around the area for a similar mob thinking this may be a case of incorrect information as most of this quest seems to have (smartguy) but I have found nothing.

The imaged mob from the book seems to be holding a bow not a staff as the tempered orator wields, so I think this mob has been misnamed and would like to know what mob is the correct target so I can finish this book and move on in the quest.

Just to be sure, you checked the X:21, Y:18 / X:21, Y:19 area?
All the way up and into the Tempered camp?
