Semi new player here.
Im semi new, had an account on pc in the old days when my pc couldnt run it, i cant for the life of me remember what it was thats why i have this one. I just bought this and id like to know the differences between "high (laptop)" and "high (desktop)"
on "high laptop" i get more fps then "high desktop"

You are talking about the default video settings? I think the assumption is that laptops will be slower than a comparable model desktop so it lowers the default graphics settings a bit.
High desktop > high laptop > low desktop > low laptop.
You can customize the settings anyway, so those just give you a starting point.

A quad core laptop is what's needed to play today's games. When I bought mine last year they were rare and often expensive. Even then with buying an amd 8 processor i find its just adequate to play ffxiv on low settings or off to get above 40 fps. Desktops are customizable and can be upgraded. Laptops almost always have integrated graphics making it almost impossible to keep up with changes.
If you do a lot of gaming desktop is the way to go.
