If you're trying to make a character on a crowded server, the best time to do it is during off hours. Try to squeeze in on a weekday morning or something. SE probably aren't gonna worry about setting up new servers as long as there's still plenty of room available on the less crowded servers.
Yes it is normal, it is the weekend the busiest time for servers. If you are trying to make a character on a crowded server then this is the worst time to do so.
Try on a weekday early morning.
Yeah that happened to me, I wanted to play in cactuar since my friends play there and I got the message, however I tried again like at 11:40 pm and I was able to created my character also my brother did.
You should have been around when the game relaunched. Now THAT was a nightmare.
