How do you figure out if something is cheating?

One of the things that has been screwing up my gameplay lately has been pvp win-trading. (right now im bored out of my mind. I've been queued for nearly an hour)

I have attempted to contact a GM through the support system. They gave no answer and said you can ask questions on the message board.

I have tried to find a way to contact a GM in game to ask a question, but there doesn't seem to be a separate system like ffxi had (e.g. call a GM, get put in queue, GM shows up in 30min)

There have been multiple topics on the board on the subject. For months. Not days. Months

So honestly, how do you go about determining if a certain action is considered cheating or not?

If there isn't a way.. shouldn't there be one?
Why is it so difficult in this game to get a simple answer?
