I don't think it is fully finished though cause they are still building a higher level/floor.

I can see the Toll to continue to grow now that it has become a central hub for Adventurers. It may even require its own form of government in the future to control the masses, and might even become a city-state in itself.

Hopefully they keep expanding it till 3.0 .

It will be finished when it has its own market, housing, and inn. Exspect that in in the expansion I think.
