Will they ever overhaul the FC system?

I'm the leader of a rather large FC on my server and I just wanted to know if anyone knew if they were ever going to fix any of the following problems:

1.) Promoting above your own rank.... (stupidest thing I've ever seen)

2.) Rank Access - If I give rank access to my co-leader which I really would like to, my sr officers which have the ability to promote could (not saying it would happen but...) essentially promote themselves to the co leader rank, grant access to the fc gil and take it all which really would suck. I trust my officers but you never know what could happen.

If my co leader rank doesn't have access to draw out Gil and I give him rank access, he shouldnt be able to grant himself access to gil, but he can...

I really love my FC and I know the game is still new but even the last patch they didn't fix these issues, any idea if this is permanent?
