From my experience, PF comments that say "No ragers!" attract people who often get raged at. Probably because the way they play invokes rage in their ragey teammates. These groups are noticeably less likely to be sucessful than the others, and in some cases, more ragey.
A reasonable player will set up their party description in a manner befitting of their party.
An unreasonable player will complain on the forums about the way someone else set up their party finder description, instead of just not joining their party.
To be honest that second party description is valid but could be worded a bit better. Usually if I see bad English like that(there is reasonable and then there is just bad) I would just stay the hell away. Caps is also a big no no.
He could have worded it like this.
Please have kill experience. Please don't join unless you have downed T5 and looking to farm. Please keep mistakes to a bare minimum or you will be politely asked to leave. I will kick if I have to as there is seven other people to consider.
See how nice that sounds while still asking for the same type of players however those players are more likely to join as well.

I stay away from Party Finder groups with a person whose caps lock key is apparently broken, and says things like "one shottaz." Also, two strike groups. Really, I've been in them and almost all of them were carries.
