I have friends playing on zalera but when i do my character does not give me it as an option

It's possible that either Zalera is currently full (has too many players logged in at that time) and hence has had character creation restrictions placed on it, or else you might have not selected the right data centre for that server (the current data centre is selected via the main title screen under, fittingly, 'Data Center' - the data centres list what servers are attached to that centre so check to see you have the data centre for Zalera selected. Otherwise it's probably just Zalera is too congested at this time and hence has been locked to new characters temporarily.
This can change at any time though, so the rule of thumb is to not get discouraged and to wait a little bit and try again (SE also regularly updates current server data every six hours to show what servers are currently available and which are restricted and posts it on the Lodestone, found here:http://eu.finalfantasyxiv.com/lodestone/
The most recent server status update shows that Zalera is currently open so try accessing it again and hopefully you will be able to get on. :)
