I got carried away with my Sch after I turned my book into Zenith, because shortly after accepting the Atma quest with the Sch I decided to pick up leveling my Blm. Now the Blm is 50 but I'm unable to find a beginning to the Blm relic quest...is that because I accepted the Atma quest with the Sch?

No they are separate. Most players can't get relic quest because they forget to complete all their job quests.
As mentioned it's usually the level 50 job quest that prevents it, as you can't start the relic till you have completed it, as I found out when I done smn and forgot to do scholars job quest lol
