Cant add payment option

Hello,
I purchased ff14 on PS4 at launch, created an account and playing on my free month.
Now, since i really like this game, i purchased a game card and i'm trying to enter the code, using the mogstation website.
The problem is, it's asking me to complete my personal information, but do not ask me in which country i live. I'm from canada. So i cant complete the registration.
How can i change the country where i live?

When i click on support center button, i end up on a page saying there are technical issues since april 24th

So, that support button doesnt really help me.

Someone has an idea, can help me?
