System>Character Configuration>UI Settings>General
Under Help, uncheck 'Display Action Help'

Taecyeon, note you can change the tooltip window location selecting the option so the tooltips don't follow the cursor placement.
I mean, from my point of view disabling tooltips is not a good idea, not even for veteran players. I'd rather place the tooltip on a convenient location instead.
