Friend having a problem downloading the steam version

His download is stuck at 98%, it won't go any higher, the game download freezes at 8.4 GB of 8.5 GB. He's already tried restarting the steam client, he's already tried pausing the download and resuming the download.

Just wondering if someone has had this same problem. He's left it on overnight, never finished. The window for steam flashes blue, and the time remaining goes from 49 to 50 seconds then back to 49 then back to 50 seconds every now and then.

I was the one who bought the game as a Gift for him. There's no "CD Key" link on the right side of the library right-panel, so he can't redeem the key directly to his square enix account.
