Retainers can only level up to 5 levels LESS than your actual level in that class, unless you're 50. So once you hit level 7 mining, retainer will be able to get to level 2, and so on. (Forgive my poor use of english, hope you get the idea though :) )
Yes - as said above - for any class bellow 50 the retaienr's max level of the same class will be -5 of the current level, once you reach 50 retainer can also reach 50 on that same class.
