That is Gaius van Baelsar and he's the villain of the main story.

Lol i remember when i was like who's dat as in game he has a golden tint with some red cloth etc.
When i saw the cover i was like ooooooo must be blackish or something ( similar to judge garbranths armour in ffxii )
