If you haven't messed with any config options, you just tap R1 to switch to the pet hotbar. You have to hit the action called "Obey" before you can give him commands manually.
My advice is to disable the pet hotbar in the config options and just use the actions menu to place them on your hotbar manually, as the pet hotbar can be cumbersome.
