Goblin Character Creation Restricted?

I have looked at the Restriction list that was posted like a hour ago and it said Goblin is up and running for character creation.

Today is my dads birthday and he's been playing since like the day it came out til like 2-3 years ago when he quit. I'm trying to get him to play FFXIV because he wants to get back into the action with more people to play with such as myself, but the server "Goblin" is restricted for character creation for some reason. It says its up on the website, I'm wondering when will the server be up again and what is the reason for it being down?

The website only updates every 5 hours which is why the site could say it open but not actually be open on the game client side.

best time to make character on this server is to make it in the morning early. if u know timezone of server u should be able to guess best time to make character early in morning before people login. once u made one char on the server u can make more. so all u need to do is make sure to login early on your dads account and make a character then dont delete that character til your dad made the one he wants.

reason behind character creation restriction is amount of ppl logged on the server or how busy it is. best way to get on server is to do what i said above.
