Giving Other Players Commendations with Friends in Party

I propose that in instances where you are unable to give a commendation due to coming in with somebody else, the option to give a player commendation is still available with the stipulation being that your friend's name would be unavailable for selection. If during this situation the option to give commendations was still available while keeping friend(s) names off the list, people could still give a commendation without being biased. That way, no one would be able to give a biased commendation but they would still have the opportunity to give a commendation to another player, if they so wished.
