This has been stumping me since 2.1 and I've tried to figure it out on my own but I just don't know how to do this:

How in the world do you do this? Can someone shed some light? :confused:

It's just a configuration setting.
Go to Character Configuration and then under the Target menu there is a checkbox for "Highlight potential targets." under the Target Display Settings section.
Just click that and hit apply and when you soft target anything it will highlight it first ^^
