When to make a new character?

I finally talked two of my friends to come over and start playing with me but my server, Excalibur, is always locked out. We know that XIV locks out new characters on certain servers when the concurrent user logins hits a certain threshold. When exactly are non-peak hours on our server? We've tried late at night, early in the morning, weekdays, weekends, etc. but still can't find a time where new characters are allowed. Does anyone know when the golden hour to make a new character is?

As far away from peak time as you can. Either sit up late and create a character after people have started going to bed, or early morning before you head to class or work.
