So yeah, this is a regular occurrence in Ul'dah. I'm sure everyone has noticed it, but I'm just tossing this pic here for posterity.

Those two Roes are always in Ul'dah. Almost every time I'm on and running around I spot them standing in that same place. I've gotten to the point where I find it strange if they're *not* standing around there.
