This seasonal quest is a level 15 quest but its required that I equip the midnight egg cap, a level 40 item. my wife and I are level 30 and 27.
How can this be a level 15 quest if you need to be level 40 to finish?

Not bugged, just poorly designed. You can turn the quest in on a level 15 class after you've done the portion that requires you to be level 40. Which isn't any help to you, I know.
You will have to shout for help from anyone 40+. It seems very silly. The final part of the quest requires 4 people, each wearing a different hat, so you will need a 40+ person for that part also.
There have been several of us on Malboro standing around trying to help people out. Hopefully you can find people on your server as well.
