So I logged on this morning only to be greeted by the Terms of Agreement and I click accept. So I tried to log in game but I had to watch the first cutscene again and when I finally logged in game all my shortcuts, hotbars, and UI were reset (No gear sets too) Was there something that happened that I wasn't aware of..?
If you check under "Documents\My Games\FINAL FANTASY XIV - A Realm Reborn", you should have a folder(s) named similarly to "FFXIV_CHR0040000009999999". If this gets deleted or misplaced, it will cause everything saved to your character to reset, including shortcuts, hotbars, UI, gear sets, whether or not you've agreed to the ToS, etc. You might want to check and see if you have a folder there with information from before all your stuff disappeared. If you do, try renaming it (back up your previous folders) to the current one being used.
It's also an easy way to copy/paste your UI to different characters or accounts.

The exact same thing happened to me, where-in the launcher was still trying to boot ffxiv.exe and fantastic timing I sneezed!
During my obnoxiously loud and dramatic sneeze I kicked the computer which promptly rebooted.
It would seem in that process things get temporarily corrupted/lost/reset, which led to me through the first-time set-up again, which is perfectly harmless seeing as you simply just log in and nothing will have changed.
On another occasion I completely corrupted everything and lost my hotbars, macros, character settings, character apperance data (which was soul destroying), so take Leo's advice and BACK IT UP.
