Crossbar/hotbar help

Hey there. I am on the PS4 version and after a comment was made of someone using both the crossbar and hotbar, I thought I'd give it a shot. But the problem is, I can't seem to get the hotbar to work. I have pressed alt+1 and ctrl+1 for the hotbar 1 that I have displayed but nothing is happening. I don't even know how to set any different skills to the hotbar.
Steps I have done:
Main Menu -> System -> Character Configuration -> Hotbar Settings -> Hotbar 1 - display (checked) all others are not marked.
After hitting apply and backing out of the menu, the hud shows the hotbar. There are some skills on it already.
Target a mob, hit alt+1 and nothing happens. I hit alt +1 - 0 and nothing. Tried ctrl +1 - 0 and nothing.

Any help to getting this to work would be wonderful. Thanks

Check your keybindings menu to see what the keybindings for that hotbar actually are (no idea what the default is on PS4; on PC, it's just 1 through = by default, no modifier).

Depending on those keybindings, you may also need to turn off the Direct Chat option, so that you have to hit Enter to start chatting.
