Steps:
Took Beast Tribe quest "Milkroot In Moderation"
Added item Spring Water to Hotbar
Found "Destination"
Fought Tipsy Sylph until it took no more damage
Attempted to apply Spring Water from hot-bar; it said "Invalid Target"
Attempted to apply Spring Water from Key items list; it said "Invalid Target"
Clicked Spring Water item from mini Duty List icon - that worked

Note: had taken all 3 beast tribe quests for the day, and there was a second quest using Spring Water; it is possible that the two identically named key items are "different" enough to result in invalid target errors; if so, this is still a bug as they are both the same item, & I'm pretty sure the hotbar icon showed all 7 count of the item instead of only 4 or 3.
