Asigning New PSN ID to SE Windows Account

I need to have my new ps4 psn id assigned to my windows account and remove my old ps3 psn id as it is no longer active and can not be re-activated - I know this can be done as you have a form for if you assign wrong one. Made mistake of deleting ps3 psn id account when I sold my ps3 and it can NEVER be recovered. This is special circumstances and don't really understand why it can not be done as it is probably just a database change - its programming data which can be changed.
I like playing on PS4 and did all that work on PC don't want to waste it
I still have my original ps3 ffxiv game and code so I can prove I own the SE account
