Question about server xfer (legacy)

So I'm a legacy member and i just came back to the game last week. I saw that you can xfer your old legacy character onto non-legacy servers now. I tried to xfer one of my old characters over to Siren to play with my friends but it keeps giving me an error. I can't figure out what the problem is. One of the things that 'may' be wrong is i haven't rehired my retainer. Does that mean i have to play through the quest to get it? I don't understand. lol

PS: the character i've chosen to xfer hasn't done any MQ.

It may be possible that Siren currently is locked to new character creation and transfers, due to current population being 'full' (as in, the current amount of people logged in and not the amount of characters based there.

SE regularly updates information about the state of server character creation restrictions on the main page of the Lodestone so it's best to keep an eye on that page for updates.
