Steps:

1. Open any context menu (i.e. Retainer list, inventory list, a yes/no dialog, etc)
2. Use the D-Pad to select an item.
3. Seemingly random, the selection will skip periodically and select the next option - if it's a yes/no dialogue, when selecting the other option it is selected for a split second and then immediately moves past to the next selection. In inventory, it'll skip the next item and select the one after. It's like the repeat rate is so sensitive it happens instantly. This works in any direction using the D-Pad.
4. This does not affect selection of objects in the open world using the D-Pad. Only context menus appear to be affected. Was not present in beta phase 2.
