PS4 early access.

Hey,
I wondered if any one could clarify something for me. Is there still a level cap of 20 because I am not gaining exp anymore.

I have been told off someone else that they went over level 20.

That's odd - early access should be the full game without restrictions, unless SE has made it otherwise (but I don't see why this would be). Otherwise it could be a bug I hate to say.

Or have just gotten confused with the exp bar having 'rested exp' at full and thus exp doesn't seem 'to advance'?

There are no restrictions. Early access is the full game now.

I was a bit confused myself when i read this, but this cleared it up for me too, thanks :)

So it appears it was some sort of bug. I contacted the support and they went over a few things in the game and now everything seems to be working fine.
