So a friend of mine just bought the game and is attempting to join the Behemoth Server.. but its showing as full and greyed out for selection.
Is there any way to get around this?

Try creating a character in the morning, *usually* is the way to get around this.

Also keep in mind PS4 early release is today so there may be a lot of restrictions.

Why is the system designed like this, Square-Enix?
So servers don't get overpopulated. They open and close servers to ensure that new players are evenly distributed. There hasn't been a lot of restrictions lately but as was said we're heading into official PS4 launch and three new worlds were added so it's not unusual that they'd temporarily lock the most populated servers to try and funnel some people into the brand new servers since transfer of existing characters to the new servers will not be allowed right away. Basically they're trying to avoid what happened at launch when the Legacy servers in particular pretty much burst at the seams and cause heavy server crashes and login issues. Mildly surprised they haven't offered the World Pass option that XI has to invite a friend onto your server.
As the person said above.
On launch they didn't limit it, and it caused HUGE congestion issues.
So during peak times they cap character creation (or halt it all together).
Without this limitation the server bogs down and lags which really isn't fair on the players who are already on the server (as I'm sure you'd agree for an MMO that'd be terrible)
