Since around Patch 2.16 (or whichever patch occurred around the release of the initial PS4 beta) I have had stuttering. This occurs when the game is at an average 60 frames per second.
The stutter is persistent when running in Full Screen. When running in Border-less Windowed the game will run stutter free for a period of time, before going into a pulsating graphics stutter (about ~10 stutters every second) which doesn't go away until I switch windowed -> full screen -> windowed.
Windowed mode has always been like this for me. It is only recently that Full Screen mode became a problem.
My specifications are:
CPU: i7-4770k
GPU: GTX770 (using latest stable Nvidia drivers)
RAM: 16GB DDR3
OS: Windows 8

Are you running the default settings in nVidia Control Center? (No extra overclocks) Have you tried another DVI cable?
