Not sure what you mean? The highest level of crafted items is the 3 star recipes found in the culinarian master book, but you will not be able to make those until you first obtain the book (you must trade in 5 HQ Sauteed Coeurl for it) and then successfully create 50 of the HQ Spicy Tomato Relish, a recipe found in the book, to exchange for an upgraded tool. Until you have that new tool the best things you can make are HQ 2 star recipes, and you'll need to meld your gear to be able to do those.
You need 255 Control to create one-star foods, and you need 318 Craftsmanship to create two-star foods.
If you are freshly to level 50, and you don't have any materia melded into your gear, you can still reach 255 Control if you buy the proper crafting equipment (Culinarian armor and crafting accessories). With full HQ gear, though, you still won't be able to reach the 318 Craftsmanship for two-star foods, but you can reach this number by melding materia into your equipment or by eating food that boosts Craftsmanship.
Just because you can create these foods, though, doesn't mean that it will be easy to HQ them. You will need to get a number of cross-class skills and learn how to use them. With only the level 15 skills from other classes, you can HQ one-star foods most of the time, and two-star foods occasionally. If you level Weaver and Carpenter to 50 for Careful Synthesis II and Byergot's Blessing, you can start looking into crafting methods that work 100% of the time.
