Has anyone been able to get it yet? I've looked it up and I know it exists but it's nowhere to be found. Any help would be greatly appreciated.
PS. On a totally unrelated note, I know that FF XIV is cross platform and I'm 99.9% sure that means you can play directly w/ all platforms but I've read a couple forum posts that say different.
Q. When playing on PS4, can I play and interact with PC and PS3.

Well, I can only answer your p.s. questions but:
You can play on all platforms if you purchase a copy of the game for each of them (multiple game purchases, but then a single ongoing subscription payment), but purchasing the game once only authorizes you to play it on that platform which you purchased it for.
Yes, the servers are all cross-platform. Whichever you're on, you'll be interacting with other players on different platforms, so yes, you'll be playing with PC and PS3 players while you're on PS4.
