PS4: Mouse doesn't work in the login screen

Steps:
1. Connect a USB mouse to the PS4
2. On the PS4 home screen, with FF XIV not running, start FF XIV
3. When the login screen appears, move the mouse

Expected results:
The cursor on screen is expected to move with the mouse.

Actual results:
Nothing happens.

Regression:
This worked correctly in the Windows and PS3 versions of the game. It's only a problem on PS4.
