Are the server closed or still under maintenance? Have I to be elected in order to join for beta test?

When I last looked on my PS4, the beta client said that the PS4 login servers were unavailable due to maintenance, and you don't need to selected for this beta as this is an open beta that is being held on the existing live servers to test to see if PS3, PS4 & PC users can co-exsist on the same servers

You don't need a PS3 copy to log in to the PS4 beta. If you do have an existing account you can log in with that but otherwise you just create a new account and character. Any new character you create during the phase 2 test can be carried over to the full release.
