No you didn't miss it, it hasn't been announced yet. It does say from the date stated, not that the winners will be announced on that date. Think about the large patch and the fixes since then, I doubt they have had time to do it yet.

It did say winners would be announced on or around March 21.

It doesn't state how long after. Going by the other contests, it could be a while. I'm not even sure if the FC contest have received their rewards yet.
