As said, this thing just pop'd in my head that's every skill cooldown (may be MP, TP as well) should be refreshed after a wipe.
If it is a restart, everything should be set to zero. I can't think of reason for the way it does currently.
Let alone dungeon because it may be tricky if we can reset cooldown for bigger mobs pull.
After a full wipe, yes, I absolutely believe that cooldowns should reset. It's not fun having to wait 2 minutes every wipe for something to come off CD. This goes for everything, primals or otherwise.

I would like this... but actually mostly for MP.
In a full party I have about 5200 MP now and casting 8 stoneskins + protect does slow down charging that up from 0. I have to constantly remind tanks not to pull while I wait for MP... (or start the fight at 50-75%...)
CD reset would be nice too^^
