Premer to Kobold Beast Quests - problem

Is anyone else having a problem triggering the Kobold Beast Quest-line? I picked up the Highway Robbery quest and started it, got to the point where I'm supposed to talk to the female storm person (not playing right now so I don't know the name) down the ramp by what I'm assuming are all of the Kobolds for the quest-line (they all have 789th by there names). But she's not talking to me and there's no mark by here or anything else. No orange on the map, nothing. Anyone else have this issue? I"m on a ps3 and since the patch the lag has been extremely painful so perhaps that has something to do with it. Appreciate any feedback.
