Go to start >> run >> type cmd typing "ipconfig /flushdns", into your command promt. Then "ipconfig /release" and finally "ipconfig /renew".

Alternatively, you could just reset your Internet modem. For me, when I reset my modem, my ISP gives me a new IP address.
The error code -2146697211 is encountered on certain IP addresses that the server doesn't like.

You can also try this go on Internet explorer options tick off automatically detect settings.

After you tried those I only have 1 option left you can try out.
