Kobold quest "Know Your Place" not continuing correctly

Happened at night ET, around 2am

Steps:
Take the quest Know your place from the NPC. Go to the area mentioned and activate the markers. When I try to activate the marker to the west it says there is a hostile presence but the monster doesn't spawn and the Smouldering Coal isn't removed from my inventory. When I try to activate it again it says the enemy is still around. After a while the spot seems to reset and I can then correctly kill the monster.

This happened twice, I picked the quest up before the reset but did it after and then got the same quest when I got the next set.
