I think it will be personal preference. Since there is no standard rotation currently that gives 100% HQ on the new 3 star, it will be based upon your personal rotation. I like to have a little more Craft on my offhand, with a bit of Control. However, if you manage to meld what you have above, I will be impressed. That would be like 7-8 melds of materia IV. It will also depend on whether or not you melded your gear based on a certain 2 Star rotation strategy, or if you max melded your gear.
think of it this way, craftsmanship is wasted if it doesn't save you a step, and i don't think there is a way to do that with the caps. control and cp are never wasted. get craftsmanship to the cap needed to craft 3 star, then go full control and cp until you can't anymore. the way i look at it, if you are at the caps needed to craft 3 star, and then use hq food (i only get to 376 and I'm fine), and use mostly hq items to craft the gear, its really not too difficult to hq the new gear. you gotta get some screwed up rng to fail or nq. but thats bound to happen when you play the rng game. the only thing i find hard so far is hqing terminus putty. you gotta get some pretty good rng to do it. trying to get 5000 quality starting at 0% is hard for anyone, no matter what super awesome rotations they claim to have. no, its hard.
I have every slot max-melded on CUL, (except off-hand) max-melded and sit exactly at 391. In my opinion, if you wanted to meld it most efficiently, I would cap Control and CP first. The only time Craftsmanship is useful after you hit the requirement for the new recipes is if it knocks out a turn, and atm, I don't think that one slot will be enough to do that yet. And since we have to rely on RNG again for 3-star, that makes Control and CP a lot more valuable than before.
Keep in mind every slot max-melded(except off-hand) is actually not enough to hit the 3-star Control cap w/o food. You also need a MINIMUM of 3 Control on your off-hand as well.
you have to have 3 cp on your off hand on all crafts to get the optimal max cp
I melded control and craft (no CP) to offhand and I think I sit on 400 craft, 391 control, CP with food should be 384
Ah well, i decided to go with 3cp/12craft/11control on all my gears. I think I don't regret it, except that it costed me quite a fortune..
3control/9craft is enough
I've been using control 11, craftsmanship 6, CP 3 for some time now, which caps control and CP for the offhand, and puts the most craftsmanship on that one can get with the others capped. It has been serving me very, very well. (Also you don't have enough slots to do any of the combinations in your original post)
oh yeah, what was i thinking.. way too much craftmanship i put there, i mean 3 cp/11control/however i can squeeze out of craftmanship.. seriously craftmanship does nearly nothing if it doesnt save you a step
