Do you have to buy a Building Permit for 450k?

Ok so I was finally able to save up enough Gil to buy a House today. When I start going through the menus to see what I need, It says I need to purchase a Building permit for 450k WTH!!!! I just spent a lot of Gil and I have to spend even more just so I can spend more.

I thought I could buy/make all the Exterior parts Wall, Roof, Window, door, Etc...

So do I have to try and get 450k more to even build this damn house?

We had to spend an extra mil to actually build our house.

The initial payment is for the plot only, afterwards you need to buy a building permit for a generic stone/wood/composite house to act as the base which you then customize.

Well I'm lucky then ^^. I had a FC of 7 people not counting my ALT, most of which are IRL friends but they quit after 2.1. So its taken me a while to get the Gil for a house solo, And that's fine just didn't know I would have to fork out 450k on top of the Plot. And I really don't want to invite people into my FC just so they can give me Gil.

Still I can't wait to get inside it.
