So im trying to download the game and the download speed starts off at 1.8Mb and gradually decreases over a couple of minutes to about 0.5mb.
I then close the client and log back in and it continues to download at 1.8Mb and decreases again.

It could easily be, only way to know is to ask your ISP, if throttling is happening it's your own ISP that's doing it most likely.
