Help with "Just Tooling Around"

Can someone please tell me if there are any prerequisites for obtaining the quest "Just Tooling Around". There is not even a quest icon over the starting NPC in Revenant Toll. Must be missing something. Thanks

I could do it as soon as I switched to Miner, you sure you have the right npc?

According to the patch notes it is Guiding Star in Mor Dhona. All my DoH job are 50 and tried doing it on all of them.

its by the retainer belt, i saw the icon in red above the npc, cause i was on as a warrior, but i had all quests done before 2.2 so .....
