Does anyone know if you have to do all the previous quests to unlock the new ones?

Im where the npc to start the new questline is but nobody is here.

I would assume so?

Yeah, I believe to undertake the new Hildy quests you need to have completed the previous Hildibrand quest line (from patch 2.1) first - in which case the npc to start the quest line off is Wymond in the Steps of Nald in Ul'dah. When you've done this the npc for the new quests is Eleie in the Golden Bazaar in Eastern Thanalan (a word of warning, make sure you go into his quests, fully prepared to start laughing out loud ;))
