Duty "Finding new member"

This morning I hopped on and entered Sastasha to do a duty before work (~5am EST) and when we got in, we were missing our 4th member. It said it was looking for a new member but when clicking on the duty entry it just popped up the duty selection window and not the 1/1 1/1 1/2 role window it usually does. We ran Sastasha and cleared it with 3 (me as healer, tank, and dps) with not too much trouble but I would assume that there would be someone trying to do duty roulette or Sastasha at some point within that 45ish minute window. I can't guarantee it's a bug but it seems like it.

EDIT: sorry, I put this in Technical Support instead of Bugs. If a moderator could move it, that would be great.
