Hi i had a similar problem this morning : Unable to complete version check [30410][30607][20457][409]
I found a way that solved this for me by reading many posts on forums.
And it is worth a try for your problem as well.
Go to :
C:\Users\''yourusername''\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn
Open with blocknote :
FFXIV_BOOT.cfg file
You will have these lines or something similar :
<FINAL FANTASY XIV Boot Config File>
<Version>
Version 2
Language 1
Region 2
EulaAgreement 1
StartupCompleted 1
B4EulaAgreement 0
BootVersionCheckMode 0
ConfigReset 0
Modify and save it as follow :
<FINAL FANTASY XIV Boot Config File>
<Version>
Version 2
Language 1
Region 2
EulaAgreement 1
StartupCompleted 1
B4EulaAgreement 1
BootVersionCheckMode 1
ConfigReset 0
Save the file, close any FFXIV application and try again. It should download the patch after you enter your password.

Why do you need to do a fresh install? I got the error couple times yesterday when trying to update I just browsed the internet for couple minutes and then retried and it worked.
I got it working finally. I tried all the tricks people have shown and nothing worked. I just reinstalled and went about my business. The little tricks people use may help them get their game up and running, but no one should have to do them in the first place if the game patched correctly.
