Quick Coil Question

I've been seeing conflicting things... is the weekly Coil lockout being removed for 2.2 or will there still be lockout after finishing 1-5?

1-5's lockout will be removed, 6-9 will have said lockout.

Lockout for 1~5 is being removed but it is in place for 6~9. You can't solo queue DF until 2 weeks later. Echo buff alsodoesn't come into effect until 2 weeks later.
